There is so much misinformation out there, particularly with regards Cannabis in Southern Africa. Note that Lesotho is not on the map.

Drug Decriminalisation Across the World is a web-tool developed by Talking Drugs, Release and the International Drug Policy Consortium (IDPC) that provides an overview of existing decriminalisation models and their legal frameworks, as well as insights into their implementation and impact. 49 jurisdictions in 29 countries have adopted this approach, often motivated by the recognition that the criminalisation of people who use drugs is a failed policy, disproportionately targeting people in situations of vulnerability, compounding drug-related challenges and worsening health and welfare outcomes. In November 2018, the UN System Chief Executives Board for Coordination adopted a UN Common Position on Drug Policy, which includes a commitment to promote alternatives to conviction and punishment, including decriminalisation. When effectively implemented, decriminalisation can contribute to improved health, social and economic outcomes for people who use drugs and their communities, as well as reduced criminal justice spending and recidivism.
